“There's not necessarily one right way to fund a regional transit system, but there's a right time to determine which funding sources are feasible, both technically and politically. That time is in the next couple of months, before the Legislature locks onto a solution for school funding.”

This makes an interesting case study in the inefficiency in government. In private business, the need to secure funding before opportunities dry up would drive businessmen to act speedily. Those that do, succeed and grow. Those that don't, fail and disappear. For government, there are no consequences for failure. Government persists, success or failure. Occasionally, elected officials are denied re-election. The voters may suffer, but the bureaucracy itself persists regardless.
My prediction is that local government will again drag its feet, lose this opportunity, fail to provide a comprehensive regional transit plan, and, in the end, carry on as if it doesn't matter. Because, to government, it doesn't.
