Can streetcars make a comeback?

Today's blog is another in an occasional series where readers are challenged to identify the location of the object in the photo.
A recent blog post here commented on plans by the city of Dallas to bring back electric streetcars to downtown streets. Everything old is new again. Oldtimers know that streetcars once ran on downtown Dallas tracks. And electric railways once stretched far beyond the reach of DART light rail today. Today's challenge is, exactly where was the photo above taken? For bonus points, what is significant about the dates December 31, 1948 and December 9, 2002?

The Texas Electric Railway once followed the same path as the Houston and Texas Central railway from about Waco to Denison.
December 31, 1948 was the last day of the Texas Electric Railway.
December 9, 2002 was the first day the new DART rail hit the suburbs with Richardson being the first suburb served along the same path.
Clang, clang, clang went the trolley.
Ding, ding, ding went the bell.

Minor correction: December 9, 2002 was the first day of DART rail service to Plano. Richardson service began on July 1, 2002, "the first North Texas suburb to welcome DART light rail into its city limits" according to DART history.
